ProjectsIn response to the strategic plan of Ningbo municipal party committee and municipal government to speed up the internationalization of the city, the Human Resources and Social Security Bureau and the Jiangbei District People's Government, in collaboration with Dedalo Italia, built the "Laowaitan International Talents Community", inaugurated in October 2014. Liu Yanguo, Deputy Director of the Administration of Foreign Experts Affairs and Yang Liping, member of the Ningbo Municipal Committee and organization minister, jointly unveiled the "Laowaitan International Talents Community". In order to vigorously attract international and overseas talents, Ningbo City and Jiangbei District successively formulated and promulgated many supportive policies. In recent years, Jiangbei District, with the national "Thousand Talents Plan" and "3315 Plan" as the core, has gathered all kinds of leading talents and vigorously introduced and trained international high-end talents to promote the development of regional socio-economy. The community is mainly composed of five categories of international talents: foreigners working in Ningbo, foreigners studying in Ningbo, overseas returned, locals going to study abroad, to Hong Kong, Macao and other countries. By increasing the cultural carrier development, enriching the long-term life of foreigners in Ningbo and enhancing the affection of foreigners for Ningbo, the final purpose is to make the "Laowaitan International Talents Community" an important gathering and leisure area for Ningbo's international talents, an information point for foreign intellectual projects and the meeting point for human capital projects.
In August 2016, "Laowaitan International Talents Community" officially settled in the Old Bund - Li Zhai. This project will focus on the construction of "four platforms" such as "information platform", "service platform", "cultural exchange platform" and "business promotion platform", to further attract international talents and enhance Ningbo City internationalization level.
